Directions:
- Spread the flour into a large baking pan. Bake at 350°F (180°C) for about 12 minutes, stirring the flour every 4 minutes. Let it cool completely at room temperature.
- In a medium bowl, place the chocolate, butter, and condensed milk. Melt using a double boiler or microwave in 30-second intervals, stirring after each until smooth. Let the mixture cool at room temperature (you can transfer the mixture to another bowl to speed up the process).
- Add about 1/3 of the heat-treated flour along with the salt to the chocolate mixture and stir. Add the remaining flour, a bit at a time, until it forms a soft cookie dough (you may not need to use all the flour to get the right consistency).
- Stir in the chocolate chips.
- Scoop the dough using a tablespoon-sized cookie scoop. Press some chocolate chips on top to decorate (optional).
- Store them in an airtight container at room temperature.
- Note: You can bake them, but since they don’t spread in the oven, gently press the balls to flatten. Make sure to line the baking sheet with parchment paper.
